List banners

GET 
/banners

Returns all available public banners with their details.

Requires scope: banner.list.

By default the search covers the shared pool of publicly searchable banners. Pass filter.org=true to scope results to the caller's own organization (its root account and sub accounts), which also surfaces the org's own banners that are otherwise hidden from search; pass filter.org=false for the complement (the shared pool with the caller's own org excluded).
